Let's evaluate what will be the cheapest cannabis seeds for your growing needs, step-by-step. Note this information is for legal cannabis cultivators only.

First step: Do you want Regular, Feminized or Autoflowering seeds?

Feminized Seeds

Feminized seeds are the most popular selling cannabis seeds, by far. Feminized seeds make up for over 70% of the marijuana seeds available online and can be purchased very affordably in single seed pick n' mix packets.

Feminized seeds are made by stressing a female plant into producing male pollen. This is done usually with colloidal silver.
Then the pollen is collected and bred with another female plant. As these feminized seeds are made breeding two female cannabis plants together, there is no male to provide a Y chromosome making all these feminized seeds XX chromosomes.

Cannabis cultivators who are under strict plant limitations, or any grower who does not want to deal with male cannabis plants prefer using feminized seeds.

Regular Seeds

Regular seeds are the backbone of the cannabis species. Without regular seeds, cannabis would not be able to reproduce in the wild.

Both male and female plants spawn from regular seeds. While being surprised by male plants may be undesireable for some growers, the option to breed (make your own seeds) offers a different advantage.

Breeders, strain collectors, and lots of diehard cannabis enthusiasts stick by the trusted regular seed strains. Regular seeds can be priced very inexpensively in packs of 10 or more.

Autoflowering Seeds

Autoflowering seeds spawn plants unaffected by daylight (photoperiod) changes. This non-photoperiodism is due to cannabis indica and sativa plants being crossbred with a wild hemp variety called cannabis ruderalis.

These strains short lifecycle attracts many growers to these cheap weed seeds.
Autoflowering strains are best grown under maximum amount of lighting. 18-24 hours of light per day throughout the plants' entire lifecycle will have autoflowering strains that yield well in crowded spaces.

Indoor SoG, SCROG, closet growers and grow tent growers love the quick lifecycle and continous growth of autoflowering strains from seed.

Second step: Do you want sativa, indica or a hybrid?

Sativa

Sativa strains spawn large growing tall cannabis plants. These sativa strains flower for a longer time than their indica cousins. Sativa strains often contain a higher amount of THC and a lower amount of CBD in their flowers.

Sativa seeds can be found cheap, especially as regular seeds. ACE Seeds is a great company that makes a line of rare and landrace cannabis genetics.

Indica

Indica strains grow fat and bushy. These indica strains produce very resinous and sticky buds that flower in a short timeframe. Indica strains are often have a higher CBD content and lower THC content than sativa strains.

Indica seeds can also be found affordably online at seed banks. World of Seeds has a line of moderately-priced landrace indica strains, in both feminzed and regular seed form.

Hybrids

Nearly all of the most popular strains going around today are hybrids of cannabis indica and cannabis sativa. The reason hybrids are so widespread is due to their fast-flowering indica traits combined with their large growing sativa traits, making a few very high yielding hybrids (Blue Dream, Sour Diesel, Skunk #1, ect.). Hybrid strains come in a hodgepodge of different options, and cannabinoid (THC, CBD, THCV, ect.) content.

Hybrid seeds are easy to find priced affordable at all cannabis seed banks. Also, 99% of the time seed banks give out hybrid feminized seed singles (pick n mix) absolutely free with each order!
